Overview
PJ Dick provided general construction services for the Allegheny County Sanitary Authority’s new East Headworks facilities, while also self-performing the project’s extensive concrete scope. The work included approximately 18,000 cubic yards of concrete and 55,000 cubic yards of excavation, supporting a major capacity expansion of the plant from 250 million gallons per day to 500 million gallons per day. The facility includes office, electrical, control, and mechanical rooms, along with process areas such as bar racks, grit removal tanks, truck bays, and associated equipment and piping. Self-performed concrete work encompassed mud mats, mat slabs, grade beams, pile caps, slabs on grade, cast-in-place walls, and elevated concrete slabs.
